Watch Central Appalachia government meetings
Where to watch state, county, and city government across West Virginia, eastern Kentucky, southwest Virginia, and northeast Tennessee, live and archived.
Twelve of the twenty-three bodies we track have a confirmed video channel. Eleven do not. That is the headline finding of this page and it is not a research gap: for those eleven, we could not find any published stream, archive, or broadcast channel on the body's own site. If a meeting is not on this page, being in the room may be the only way to see it.
And one of the twelve keeps nothing. Parkersburg streams live and states that no recording is available afterwards, so "has a channel" and "has a record" are not the same count here.
The state legislature

The Legislature also runs a combined channel, an audio archive, and a separate Senate video archive on Sliq.
Committee rooms are streamed separately from the floor, which is easy to miss and is where most of the actual work is visible. The live index lists individual feeds for House Judiciary (410M), House Government Organization (215E), House Finance (460M), House Education (434M), and Senate rooms 208W and 451M. The Legislature's own note is worth repeating: meetings may be delayed, so check back.

Beckley is the only body here offering WebEx, which is a meaningfully different thing from a YouTube stream: a webinar you join is built for participation, a video you watch is built for observation. Beckley does both, posting recordings to YouTube after the meeting.
Cabell County moved platforms mid-archive. Video before 10 November 2022 is on YouTube and video after that date is on Facebook. If you are looking for something from 2021, you are looking in a different place than something from 2024.
The capital city is the gap that stings. Charleston is the seat of state government and the largest city in West Virginia, and we found no published video of its city council.
Wood County: three bodies, three different answers
The clearest illustration of how uneven this is sits inside a single county, among three bodies that meet within a mile of each other.

Parkersburg is the only body in this guide with video that exists only while the meeting is happening. The city is explicit about it: "live streaming is available during the regularly scheduled meeting times only. Recordings will not be available for playback after the meeting concludes." The captions that would have made the proceedings searchable go with it.
That is a different failure from having no camera. A body with no video never created a record. A body that streams and discards one creates the record and then destroys it, every meeting, and only the people who were watching at 7:30 p.m. that night ever saw it.
The commission is the one where it costs most. It meets Mondays and Thursdays, roughly a hundred sittings a year, and none of them are recorded.

No Kentucky body in this guide has a confirmed video channel. Four for four. That is the starkest sub-regional result on this page, and it means the eastern Kentucky coalfields, the part of this region with the deepest documented civic stakes, are the part where the fewest meetings can be watched from home.

The pattern across the region
YouTube is the region's default and Facebook is its rural fallback. Nine of the twelve bodies with video use YouTube. Two use Facebook Live. One uses a portal's built-in player. Nobody in this market runs Granicus, Legistar, Swagit, or any of the big municipal video vendors that dominate larger metros, which is a straightforward consequence of budget: a free social platform costs nothing and a video vendor does not.
Using YouTube does not mean keeping anything. Parkersburg's stream and Wood County Schools' stream are on the same platform and only one of them survives the meeting. Retention is a policy choice the platform does not make for you.
That has a real cost attached. Facebook Live archives are hard to search, hard to cite, and hard to preserve, and they sit behind a company's product decisions rather than the government's. When Cabell County switched platforms in 2022 it split its own archive in half.
Cable access is not dead here. Huntington broadcasts on Comcast channel 24 and Morgantown on Comcast channel 14. In a region with real broadband gaps, the cable channel is not a legacy artifact, it is the delivery mechanism that reaches households a stream does not.
