When Central Appalachia governments meet
Meeting schedules as standing rules, not as a calendar of dates. A rule holds until the body changes it; a date list goes stale in a week.
A cadence rule giving both day and time is confirmed for 14 of the 23 bodies we track. Three more state a partial rule (Pikeville names the days but not the start time; Perry County says monthly but names neither day nor time; Parkersburg's charter sets a minimum of twice a month and delegates the day to Council's own rules, which are not published). Six state nothing at all. Where a body's own site publishes only a list of dates, this page says so instead of reverse-engineering a rule from the calendar.
Read this first: four legislatures, four calendars
This is the structural fact of this region and there is no way around it. Central Appalachia spans four states, so it has four legislatures sitting on four different clocks. Which one governs you depends on which side of a state line you live on, and the lines here are close together.

Three things fall out of that table:
- Kentucky and Virginia both run long sessions in even years and short ones in odd years. If you follow both, they are on the same rhythm. West Virginia is not: it runs 60 days every year.
- Kentucky counts legislative days, not calendar days. Its constitution defines a legislative day as a calendar day excluding Sundays, legal holidays, and any day on which neither house meets. Sixty legislative days therefore stretches across far more than sixty dates on a wall calendar, which is why the constitution adds a hard April 15 backstop.
- Only West Virginia's capital is inside this region. Charleston is in the coalfields. Frankfort, Richmond, and Nashville are not, and a bill affecting Wise County, Virginia is decided 300 miles east of it.
West Virginia's 2026 regular session ran January 14 to March 14, which is exactly the constitutional rule applied: the second Wednesday of January plus 60 calendar days. Source: wvlegislature.gov.

Interim committee schedule: wvlegislature.gov/committees/interims. Committee rooms are identified by number in both chambers: 410M, 215E, 460M, and 434M on the House side, 208W and 451M on the Senate side.
The 60-day session is the single most important date range in this market. Most of the year the Legislature is not in session and the interim committees are where the work happens, which is precisely when the least attention is on it.

Wood County meets twice a week and it is the outlier now. Mondays and Thursdays at 9:30 a.m. is roughly a hundred sittings a year. Monongalia County meets weekly, every Wednesday at 10:00 a.m. Every other county commission here meets twice a month. So the range across four counties with a published rule runs from about 24 meetings a year to about 104, for bodies doing the same job under the same state law.
Morning county, evening city, and the school board in between. All four county commissions with a confirmed rule meet in the morning, between 9:30 and 10:00 a.m. All four city councils with a confirmed time meet in the evening, between 5:30 and 7:30 p.m. Wood County Schools meets at 6:00 p.m. That is the sharpest pattern in this market, and it has a practical consequence: you can attend a city council or school board meeting after work and you cannot attend a county commission meeting after work. The body that sets your property levy is the one that meets while you are at your job.
Wood County's "until finished" is worth a second look. It is the only body here that publishes a start time and openly declines to bound the end. Combined with a 9:30 a.m. weekday start, it means attending in person costs an unknown amount of a working day.

Hazard is the one to read twice. Its two monthly meetings start at different times: 4 p.m. on the first Monday and 7 p.m. on the third. No other body in this guide does that. Turning up at 7 for the first-Monday meeting means arriving three hours after it started.

Kingsport is the only body here that publishes both halves of its schedule. The work session on Monday at 4:30 p.m. is where items get discussed; the business meeting on Tuesday at 7:00 p.m. is where they get voted. Most bodies in this guide hold something similar and do not tell you. Morgantown publishes its Committee of the Whole on the last Tuesday. Nobody else does.
Why several schedules are blank
Six bodies have no cadence on this page. That is not an oversight, and the two reasons are different.
Charleston and Kanawha County publish dates, not rules. The City of Charleston runs its meeting listings through a portal, and Kanawha County posts individual meeting dates with the explicit caveat that they are subject to change. We can see that Kanawha's meetings have fallen on Thursdays at 4:00 p.m., but observed dates are not a rule. A calendar shows what happened; it does not show what is required.
A note on a trap we walked into. An online code library indexes the ordinances of Charles Town, West Virginia under a slug easily mistaken for Charleston. Charles Town is a different city, 300 miles away in the eastern panhandle, and it has its own council rules. A meeting time taken from that source would have been confidently wrong. Where a code citation cannot be traced to the right city, the field stays blank.
Wise County's own calendar contradicts itself, showing 10 a.m. and 6 p.m. starts on different dates with no published rule reconciling them. Sources that conflict get recorded as conflicting and left unset.
That is the general rule here: a schedule comes from the charter, ordinance, or bylaw that establishes it. Where we have only observed dates, the field stays blank.
Before you go
Check the current agenda. Holiday weeks, budget hearings, and special meetings move things. Under the West Virginia Open Governmental Proceedings Act, a special meeting still has to be noticed, and Monongalia County states the rule plainly for itself: special meetings may be called by the commission president with the concurrence of at least one other commissioner and must be posted and made known to the public 48 hours in advance. Whether every body here follows the same 48-hour practice is not established, and we are not assuming it.
