Who governs Central Appalachia
Every governing body we track across West Virginia, eastern Kentucky, southwest Virginia, and northeast Tennessee, what it decides, and where to follow it.
23 bodies tracked, out of hundreds. Coverage is deliberately weighted toward West Virginia, because West Virginia is the only state whose capital sits inside the region's identity. Kentucky, Virginia, and Tennessee are represented by a handful of bodies each. This is a working directory, not a census, and no completeness claim is made for any of the four states.
Which West Virginia counties are in scope. The state layer here covers all 55 West Virginia counties, because the Legislature's decisions land on every one of them. The local layer stops short of the Eastern Panhandle. Berkeley County is the state's second most populous, and it and neighbouring Jefferson County are the only counties in West Virginia's top eight whose metropolitan area is anchored outside the state: Berkeley sits in the Hagerstown-Martinsburg, MD-WV metro and Jefferson in the Washington-Arlington-Alexandria, DC-VA-MD-WV metro. They are also the only two counties in that group growing quickly, while the rest of the state's large counties shrink. Their county commissions, city councils, and school boards are out of scope for that reason, and it is a decision rather than an oversight. See about.

Charleston's council is the largest municipal body in this guide by a wide margin. Twenty-six members for a city of Charleston's size is unusual, and it means ward representation is unusually fine-grained: a Charleston resident has a councilmember for a much smaller slice of the city than a Huntington or Morgantown resident does.
West Virginia: counties
West Virginia county commissions are three-member bodies. They set the county levy, oversee county offices, and sit as the board of equalization and review.

Wood County is the only one of the five that publishes what the commission is for. Its site lists the duties as a set: the annual budget, the property levy rate, the courthouse, overseeing the vote and certifying the result, probate hearings, appointments to county boards and public service districts, and ordinances. Certifying election results is a county commission function in West Virginia, which is worth knowing and is not obvious from the name.
These five are the five largest West Virginia counties in scope, by the Census Bureau's 2024 estimates: Kanawha 173,906, Monongalia 108,697, Cabell 91,489, Wood 82,757, Raleigh 72,379. The next one down is Harrison County at 64,472, which is smaller than every county already listed.

Kanawha County Schools is the largest school district in West Virginia by enrollment. Its board page is at kcs.kana.k12.wv.us.
We could not read it. On 2026-08-15 the page returned an HTTP 200 but served a JavaScript bot challenge rather than content, so membership, schedule, agenda portal, video, and public comment rules are all not established. We are recording the failure rather than filling the row from another district's practice.
Wood County Schools is the opposite case and it shows what is normally missing. The district publishes its board policy manual, so the meeting cadence, the quorum rule, and the complete public comment procedure all come from the adopted instrument rather than from a landing page. Under WV Code 18-5-1 every West Virginia county board has five members, elected countywide without reference to political party, with no more than two from any one magisterial district. Kentucky
Kentucky counties are governed by a Fiscal Court, led by a County Judge/Executive. It is a governing body, not a judicial court, despite the name. It sets the county budget, levies county taxes, and manages county roads and facilities. Magistrates (or in some counties, commissioners) sit with the Judge/Executive.

Pike County is the biggest hole in this guide. It is the largest county by area in Kentucky and one of the most consequential in the coalfields, and we could not find an official county web presence. Eleven candidate domains were probed on 2026-08-15 and none resolved. Its schedule, agendas, minutes, and public comment rules are all not established, and we are not guessing them from Perry County.

Virginia

Bristol, Virginia is an independent city, which in Virginia means it is not part of any county. The Bristol on the Tennessee side of State Street is a separate city with a separate government. Two governments, one street.
Tennessee

Sullivan County Commission Twenty-four commissioners across eleven districts, meeting at 3411 TN-126, Blountville. Source: sullivancountytn.gov.
Sullivan County's commission is the largest body in this guide, at 24 members. It is larger than the Wise County board and the Bristol Virginia council combined, for a county of comparable scale. Tennessee county legislative bodies are built this way, and it changes what following one requires: a single controversial vote can involve two dozen positions rather than three.
Tribal governments
None federally recognized inside this market's boundary. That is a fact worth recording rather than a gap. The Eastern Band of Cherokee Indians is in western North Carolina, outside the scope used here.
Not yet tracked
The Kentucky General Assembly, the Virginia General Assembly, and the Tennessee General Assembly, all three of which govern part of this region. Every West Virginia county other than the five listed. Wheeling, Fairmont, Clarksburg, Bluefield, Logan, Williamson, and Welch. Every school district except Kanawha and Wood counties. Whitesburg, Harlan, Prestonsburg, and Middlesboro in Kentucky. Norton, Big Stone Gap, Grundy, and Abingdon in Virginia. Bristol Tennessee and Elizabethton in Tennessee. Every planning commission, board of zoning appeals, and public service district in all four states.
Four county-level gaps we can now name precisely, having checked populations against the Census Bureau rather than impression:
- Washington County, Tennessee, 139,642 residents. The largest untracked county in this guide in any of the four states, and larger than every West Virginia county except Kanawha.
- Carter County, Tennessee, 57,434.
- Washington County, Virginia, 54,098. Larger than Wise County, which we do track.
- Floyd County, Kentucky, 34,532. Larger than Perry County, which we do track.
